Liked, but I am not sure they are truly excluded, though life and the path to elected office is made much much harder for them, and the rewards for the honest are certainly limited in scope (which is of course the problem in a nutshell).
If governments had less power, they would have fewer favors to disburse, and there would be fewer perks for the scoundrels attracted by the spoils of office.
