It's just an insult to the current governor. Don't read too much into it. But reading too much into what Trump says is what TDS is all about.
One of my first managers about 30 years ago said "We're all 5 years old and this is a schoolyard" about my place of work, a bank in NYC. He was right then and still right now.
Trump won the Republican nomination by insulting everyone in the race out. It's what he does and it's fair to say he does it because it works for him. As dysfunctional as our politics are, I don't think his style represents an improvement in any way.
His style or totalitarianism appears to be the choice. Or put more directly, there is no choice, there's just the brand of totalitarianism that you want and how quickly you want it. Getting someone like him out of politics won't save us, actually quite the opposite.
So it really has nothing to do with THIS election, but a long term trend. You see, that's a different issue and I won't disagree. What I disagree with is any candidate for President presenting himself with "I alone can fix it" - our system doesn't work that way, despite the most fervent hopes of progressives (and as Biden himself is experiencing). And as Trump proved himself in his 4 years of being incapable of doing.
Me personally, I counted on his inability to get anything consequential done; it was exactly what I wanted. This is a delaying game, and someone like him equals delay.
Anything that is 'done' inevitably makes things worse.
