I used to work as a volunteer moderator and administrator, later, on one of the biggest v-bulletin forums on the planet. Anyone writing here with a large enough readership to where moderation of comments is "tedious" can surely have a few friends/sane fans/whatever do the same thing.
I agree about editing comments, though. Substack is still a work in progress like that.

Not really. V-bulletin sites made money for the forum server owners via advertisements. There's no fundamental difference which is clear to me.
