There are no specific deliverables in this workplan. None. In theory it is for NGOs to give loans for building energy retrofits. There are zero specifications for these retrofits. The grantees will not perform the retrofits. The numbers for greenhouse gas emissions avoided is utterly meaningless because the retrofits have no specs. It’s all 100% bullshit, an accountable slush fund, and we damn well need to get our money back before it forever disappears into the aether.

I think you are right that the outside contractor thing certainly took hold in the private sector and then "off shoring" so that most of the parts are made overseas. But in this case, if the EPA just set up an office to review applications for solar panel grants (or whatever the hell this was supposed to be for) they would hire a bunch of government workers, most of whom would make $100k or less and few might make $100k - $150k or thereabouts. However, in this case, they create the nonprofit where the treasure is to be buried. They line up cronies to run it, maybe even a former gubernatorial candidate or other party big wig. That person knows who to hire and who not to. And the big benefit is that they are not constrained by a government pay scale. Five years later we find out they blew half the money on salaries and paying off others and, to use a recent example, we have 8 charging stations for our billion-dollar investment. Another crony involved in this whose name I recognized was Shaun Donovan, career D and former HUD secretary. Like Abrams, no experience in the green stuff but experienced D. It is a dreadful, and highly aggressive, company which is trying to build a supposed "carbon sequestration pipeline" across South Dakota (and two other states, Iowa and North Dakota). The project has been voted down twice by the people of SD in a referendum, and by the state legislature, and the SD Supreme Court has found the company's aggressive misuse of eminent domain to be unconstitutional (according to SD state constitution).... but Summit just keeps coming back and coming back. They seem to have bottomless pockets for litigation.

That is not the case here. Congress appropriated funds for a general purpose but did not specify how the money should be spent beyond the goals and requirements of the program appropriated. The previous Administration has determined how to spend that money and taken steps in that direction, using executive discretion. A new Admin disagrees.
A new Administration has, roughly, 3 ways to proceed:
1. Spend it as the previous Administration intended. In some cases, they are doing this.
2. Where the incoming Administration thinks the plans of the previous one were illegal or unwise, it can stop the process. That opens two possibilities, the first is to identify different uses for the appropriated funds under the program Congress specified, uses that the new Admin thinks are legal and consistent with its policy goals. I see no reason why anyone can object to the legality of this. It is entirely consistent with Congress' authorization and appropriation.
3. Or, seek to not spend some or all of the money, which raises the impoundment issue.
The Administration has implied that it would like to not spend much of the money in dispute, but to my knowledge has not formally said so by filing a recission proposal with Congress. Or, if that is its intent, saying that it intends to not spend the money and that it believes the impoundment act to be unconstitutional and therefore does not intend to ask for recission.
I think it would help everyone, in the long run, for the Administration to be clear as to its goals and let the legal process begin.

I see no reason why anyone can object to the legality of this. It is entirely consistent with Congress' authorization and appropriation.

The Administration has implied that it would like to not spend much of the money in dispute, but to my knowledge has not formally said so by filing a recission proposal with Congress. Or, if that is its intent, saying that it intends to not spend the money and that it believes the impoundment act to be unconstitutional and therefore does not intend to ask for recission.
I think it would help everyone, in the long run, for the Administration to be clear as to its goals and let the legal process begin.

The problem I have is that any half-intelligent person spending time paying attention to the news and behaviors of the Democrat-dominated Uniparty could see all this waste, fraud and abuse of government funds as clear as the gin in Nancy Pelosi's extra dry martini.
