Warren Harding was a very good President. He undid some of the awful things done by President Wilson, who is generally ranked the worst President since before the Civil War. He spoke out repeatedly about equality of black and white, while Wilson was an extreme segregationist. He created the Office of the Budget (now Office of Management and the Budget, OMB) having found that Wilson's department heads went on their own to friends in Congress to get money. He also created the Government Accountability Office (GAO) to find corruption in agency spending. He told the Russians that he would not recognize their new (Communist) government until they closed their concentration camps. He had an excellent cabinet and Vice President (Calvin Coolidge).
This situation is a forced convergence between hermetically sealed silos. Like Watergate and Iran-Contra, Church and Dulles commissions, 911 and McCarthy hearings, both silos must mix their grains of truth with the other's in front of each other, and from it, hopefully, will rise a leavened understanding of what the heck is going on.
