I'm aware of the FISA court and serious abuses including the illegal monitoring of millions of Americans and the fraudulent affidavit submitted by the FBI to spy on Carter Page, and by extension the Trump campaign. Exposed by the Durham prosecution. But not what you're describing. Do you have a source for that?
Perhaps a mis-speak on Matt part. Either way, FISA (which is indeed a part of American jurisprudence - hidden from the public, yes, but still part of the Judical branch of government) is perhaps only the most glaring part of warrantless surveillance and arrests. If that can be legally hidden from everyone, one can reasonably suspect there's many, many more shenanigans attached to that same thread that you and I aren't supposed to pull, otherwise we may find ourselves being warrantlessly arrested and imprisioned indefinately or just plain 'disappeared'.
