Exactly where you'd never expect. You'll find clean stuff in mountain states too. It's the cities that cause the mess, also the driving issues. Live in rural America, and you don't find much trouble on the roads, but all those people from New York have no idea how to drive.

Red states. I'm serious. Hanging around Jersey and NYC before I was 30, didn't realize we were exceptional in having disgusting facilities.
The nicest, cleanest highway rest stop I ever stopped at was in Mississippi, just across the Alabama border. Had free wi-fi too.
