Many businesses are now struggling to find coverage in downtown Portland. When they do find coverage, premiums are outrageously high.

Car insurance in the city of Detroit, for example costs 3x for same car in the suburbs. Answering the question..."they have insurance..."
This is why many in Detroit do not bother to pay for insurance and just drive a destroyable car.
